The City Treasurer's Office is Also the Purchasing Department Responsible for:

The purchase of supplies, equipment, materials and services by City departments. The Office works with city departments to develop specifications on the materials or services they need, verifies the vendors' capability to supply the requested material or services and seeks competitive bids for the best material or service at the best price. The Office also maintains records of items purchased, costs, delivery and product performance.

The office of the City Treasurer includes, but is not limited to, the following functions and responsibilities:

  • Maintaining an accounting system in accordance with the City Charter, the Code of Ordinances, applicable state and federal statutes and generally accepted accounting principles
  • Investing City funds
  • Long-term financial planning
  • Utility billing administration
  • Uniform City Income Tax Ordinance Administration
  • Oversight of solid waste collection and billing
  • Retirement Administration
  • Self Insurance
  • Budgeting, Payroll, Payables and Receivables

This office is headed by the City Treasurer, who is responsible for the administration and performance of the previous functions. The City Treasurer also is responsible for the following:

  • Disbursement of City funds from the treasury pursuant to appropriations made by the City Commission and in conformance with applicable City administrative regulations
  • Serves as or designate a deputy to serve as treasurer of all City authorities, boards or commissions, except as otherwise provided by law.
